October 18th-19th, 2016 Venue: Restaurant Rapsodia, Shengjin, Lezha, Albania
On the 18th and 19th of October 2016 was held the first training for the Joint Monitoring Committee (JMC) members of the IPA CBC Programme Albania-Kosovo* 2014-2020 at the premises of Hotel and Restaurant Rapsodia in Shengjin, Albania.
The training had a total number of 19 participants composed of JMC Members of the Programme and representatives from the Ministry of European Integration (MEI), Albania, Operating Structure for CBC, Directorate of Territorial Cooperation, Representatives from Ministry of Local Government Administration from Kosovo; the European Union Delegation to Albania (EUD AL); the Joint Technical Secretariat (JTS) of the programme; CBIB+ TA regional programme.
The JMC, based on the Rules of Procedures, meets twice as regular yearly meetings. In order to have more effective and dynamic meetings and contributions along the implementation of the Programme, one training per year is planned to be organized (starting with this one) in view of the Technical Assistance Service Contract in order for the group to continue working as an efficient team.
Therefore, the first training for JMC members had as main objective “Enhancing the capacities of JMC members in order to get a deeper understanding on the IPA CBC programme, to increase their input and capacities and to increase their participation and knowledge”. This first training was organized as a team building approach in order for the participants to know each other better and to feel free to communicate in future and express their opinions. Previous experience with JMC meetings have proved to have little input from the JMC members and such trainings focused to increase not only information and knowledge on the programme, but also create a friendly atmosphere among the JMC members.
The preparatory work in relation to the content of the training reflected the needs of the JMC members and the needs of the programme regarding the role and responsibility of the JMC members. The materials prepared from the JTS in coordination with the Operating Structures in Albania and Kosovo and the CBIB+ NCP, also addressed the above mentioned needs, such as an introduction to IPA, Differences between IPA I and II, CBC and transnational programmes and more specifically the IPA CBC Programme Albania-Kosovo, sharing of experience from the previous implemented projects under IPA I, Programming Process, Implementation Modalities, the Concept Paper and preparatory work for the CfP, the role and responsibilities of the JMC etc..
This first theoretical part (first day) was introduced and presented as a form of open discussion in order to make the training more dynamic and active between participants. The training was held in an atmosphere of sharing and discussing jointly work experiences, sharing best practices, etc. The training was focused also in practical aspects such as the preparation of a project idea.
This second part (second day) increased the information and communication between the participants, because they were divided in three group with 3-4 people (composed of Albanian and Kosovo representatives) and they prepared a joint cross-border project idea, including problem identification, objective, activities, budget, sustainability, etc. and they presented their group work.
The training was organized into 2 parts:
Day 1 comprised the presentation in a form of discussion on the introduction to IPA and its components, Introduction to IPA II, Differences between IPA I and IPA II and the Programme IPA II CBC Albania-Kosovo. Then it continued with a presentation on the Preparation of the 2014-2020 IPA II CBC Programme Albania-Kosovo, Programming (consultations, discussions, priorities identification) and Documents of the Programme. The last presentation of the day was focused on Modalities, Structures and Implementation of IPA CBC Programmes IPA II CBC Albania-Kosovo: Programme Documents, Identification of priorities for each Call for Proposals and the Role of JMC in the process. All presentations were accompanied with considerable questions and answers which made the explanations concrete and illustrated with real examples.
Day 2 The second day of the training started with the presentation of best practices from IPA I CBC Programme Albania-Kosovo describing the 7 projects contracted under the 1st CfP. While the rest of the day was focused on the Generation of a Project Idea (Problem Identification, Activities, Expected Results, Budget), where the participants were divided in groups and they prepared and presented their project idea.
